J. WARREN TOMPKINS

J. Warren Tompkins has had an enduring impact on South Carolina politics for nearly four decades. Experienced in politics and government, Mr. Tompkins’ network of contacts at the federal, state and local levels, coupled with an unparalleled level of expertise and insight, will produce the desired results for government, public and private agencies, political organizations, corporations, and individuals through multi-faceted campaigns addressing every aspect of client’s needs.

 

Mr. Tompkins tireless efforts on Strom Thurmond’s 1978 Senate campaign won him a position as Senator Thurmond’s Statewide Coordinator of Special Events. Mr. Tompkins later served as a senior advisor to Senator Thurmond’s re-election campaigns in 1984, 1990 and 1996. 

 

In 1980, Mr. Tompkins served as the Political Director for “Reagan for President” during the South Carolina Primary. He was named Executive Director for the South Carolina Reagan/Bush Campaign for the general election. He later served in the same capacity for the 1984 re-election effort and as a strategist for the 1988 Bush Presidential campaign.

 

From February of 1981 through May of 1986, Mr. Tompkins served as Executive Director of the South Carolina Republican Party. During that time, the party’s deficit was erased and active contributors soared from less than 1,000 to over 10,000. In 1984, in his dual capacity as Executive Director of the SC Republican Party and Executive Director of the Reagan-Bush campaign, he spearheaded a highly successful voter registration program, adding over 100,000 newly registered voters. During his tenure with the SC Republican Party, Republican representation in the South Carolina State House doubled.

 

In 1986, Congressman Carroll Campbell tapped Mr. Tompkins to serve as his campaign manager for Governor of South Carolina. He later appointed Tompkins to serve as Director for his Gubernatorial Transition Team and as his Chief of Staff, where he became a chief architect in developing the administration’s strategy for economic development, education reform, tax cuts, environmental protection, and government restructuring.

 

In 1991, Mr. Tompkins left the Governor’s office to form J. Warren Tompkins, Inc and to serve as the Senior Southern Advisor for the Bush / Quayle re-election campaign overseeing eleven states in the Southeast.

 

In addition to building his successful government affairs practice, Tompkins served as a strategist for David Beasley’s gubernatorial campaign, later co-chairing his transition committee and advising his re-election campaign. In 1996, he was Senior Southern Advisor for Dole’s presidential campaign, overseeing 13 southeastern states. He then advised George W. Bush’s 2000 campaign as Senior Advisor and Chief Strategist for South Carolina’s primary, and in 2004, he served as Atlantic Region Chair for Bush/Cheney’s re-election. He later served in advisory capacities to Romney for President and Governor Ron DeSantis’ Presidential PAC Never Back Down.

 

Locally, he served as a consultant to Lindsey Graham’s successful Senate bid in 2002 and again for his 2008 reelection, and in 2004 and 2010, he was a Senior Advisor for Jim DeMint’s Senate campaign. 
 

In 2016, he managed the $60 million budget of the Conservative Solutions PAC supporting Marco Rubio’s campaign and is now Executive Director of the Florida First Project PAC for Rubio’s Senate re-election. Tompkins also directed the Conservative Solutions Project, a 501(c)4 promoting conservative values, and currently serves as Executive Director for Stand Up to China.
 

Aside from politics, Mr. Tompkins has served on many boards throughout the state. In the past he served on the Board of Visitors to the Medical University of South Carolina, on the Board at the Governor's School for Math and Science Foundation, on the Board of Directors for the Capital City Club, and was a member of the board at Burlingame Country Club in North Carolina.  He also served on the vestry of the Church of the Good Shepherd, Episcopal, in Columbia, South Carolina. He currently serves as President of the Board for The Heritage Condominiums.
